Hi Sonja, thanks for writing about this. As a co-author of one of the proposals you mention - Economic Innovation Group's Right to Build Zones - I wanted to note that our proposal takes the approach you describe as ideal.

Our proposal incentivizes municipalities to allow more housing production at lower cost — and more responsive to local demand — through outcome-based financial awards: unrestricted funds tied directly to permits issued in zones with streamlined, by-right zoning codes. The program is voluntary for municipalities, does not rely on any sticks, and has bipartisan appeal because it is not prescriptive about the type of housing that gets built or how funds are spent.

Similar comment to Jess Remington's... as a co-author of the Searchlight piece, it also largely seems to comport with your idealized approach, which might be why you don't mention Searchlight as much as you articulate your critiques :). The Searchlight proposal provides carrots, pays for outcomes not process, and provides significant rebates for households in cities that produce / improve a lot.
